HRSD is originally known as Hampton Roads Sanitation District which is a governmental agency formed to take care of cleanliness in the city of Virginia Beach and to ban companies and residents to dump their sewage in the water of the Chesapeake Bay and to reduce air pollution. The agency works under the Virginia Department of Health and its duty is to protect the environment and make new rules and regulations and check whether anyone disobey these rules. The agency operates number of water treatment plants which have a combined capacity of millions of gallons per day (MGD). In the state of Virginia every company needs to have an environmental permit to work in the state. The agency receives various awards such as AMSA Research and Technology Award in 1991, EPA National First Place for Outstanding Pretreatment Program in 1995, AMSA Public Information and Education Award for Boater Education Program in 2002, Norfolk Grand Illumination Parade and Second Place Award to HRSD Employees' Association in 2005.
